The programme committee is responsible for the actual content of Velo-City 2009 and it decides on the topics, suitable speakers and organises the subplenary sessions in addition to plenary sessions. The committee follows an active selection process to find the best speakers for the conference.
The committee consists of the following members:

Core team
The core team is in charge of drawing up the programme for Velo-city 2009 and this is a task that is carried out on a daily basis. The team has the following main tasks:
- To draw up the programme, (select themes and topics)
- To select and instruct speakers
- To select and instruct subplenary sessions chairs
- To organise the call for papers
- To select abstracts and posters (from the responses to the call for posters)
- To prepare discussions for the plenary and subplenary sessions
Expert team
The expert team supports the core team by fine-tuning the programme and by looking for speakers. The team consists of 10 international experts on cycling policy and one external person from the world of marketing with no connection to transport or cycling policy. A brainstorming session took place with the expert team on 4 July 2008 in Brussels in preparation for the programme. After this meeting the team members were all entrusted with the task of finding potential speakers within their network. The expert team has the following main tasks:
- To fine-tune the programme
- To select speakers
- To select subplenary sessions chairs
Feedback team
One of the characteristics of Velo-city is the wide range of parties involved with the theme of cycling (in urban environments). So that we can reach as many of these parties as possible we also work with a more general feedback team during the preparation phase of the conference. This team suggests potential speakers and/or projects that can be added to the fixed programme. The feedback team has no influence on defining or changing the programme but will be informed directly about the programme’s content. The feedback team has the following main tasks:
- To be kept up to date on the programme’s content
- To select speakers
